I think Steven's Metagross would be the single strongest, non-roided trainer mon we've seen. It was able to hold it's own against the Primal weather duo, and tanked Mega Charizard's Blast Burn to the face without a single scratch.

I always have the most trouble with the Gyarados users. Be it Wallace, Cyrus, Siebold or Lysandre. I lost two different Nuzlocke runs to DD Gyarados sweeps just because I didn't happen to have a fast Electric move user in my team.

If we're talking statwise then it's no contest. Otherwise Chomp, Ghetsis' Hydreigon, Wally's Gallade, Zinnia's Salamence, Red's Snorlax, Blue's Tyranitar, Lance's Dragonite. Wallace's Milotic. Barry's starter, Diantha's Gardevoir should all at least be considered up there.

In terms of NPC Trainers, it'd have to be this guy or the guy with the LVL 70 Tyranitar (but nothing else). This dude's pretty damn tough if you don't expect him.
