I know Pokemon can Relearn egg moves with a Heart Scale. Are they still able to relearn their egg moves if they evolve, or is it only in the form they leave the egg?

They lose the ability relearn them if it is a stone evolution IIRC.

The egg moves are part of a Pokemon's data forever in gen VI, evolution doesn't change that. That wouldn't even make sense.
