Basically, Japan in the Pokemon World is closer to Imperial Japan than modern Japan. Not to mention, Fuji, after realizing how unethical his experiments were, wasn't even arrested for his crimes, and simply lives in Lavander Town as an atoner for his sins. Just how fucked up the justice system is here? I wouldn't be surprised if Team Rocket is actually the lesser evil compared to the Japanese Government in the Pokemon world.
If LT Surge knew the truth he would suggest to put Japan as a whole (Kanto, Johto, Sinnoh and Hoenn) under immediate martial law.
