To start off to say the Japanese VAs and staff don't know what's going to happen come November is laughable. They do promotional work, sometimes they record openings, endings, and insert songs. They need to record their lines 3-4 months before the episode airs (Possibly even longer in certain cases).
Second TPCI dubs the anime now and they damn sure know what's happening with the brand ahead of time. They receive episodes before they air, scenes have been entirely reanimated for them, and they tend to know the direction the brand is heading. Something like who is replacing Serena was likely planned on as far back as a year ago.
Scripts need to be finished before the animation process, series plotting before that, and general direction for the brand even further back.
So it's entirely possible a dub VA in this case would know these things because TPCI is directly tied to the overall brand, and she's working for them.
If this were a FUNimation or Viz dub I'd be right there with you that a VA doesn't know shit, but this is a VA within the inner circle of the brand itself. She has actual inside knowledge. It's likely the TPCI building is plastered in promotional material for the SM anime right now. They've probably had promotional material for six to eight months. This shit is planned long ahead of time even if an episode itself only takes around 3 months. They don't just wing it.
XY has also given Serena an out to leave the show, and while I'd enjoy a recurring female protagonist Serena isn't going to stay.
