By comparison, Steven has Metagross, and Claydol. Everything else he has is victim to a garbage moveset.
Scaling up, Cynthia's Milotic, Garchomp, Lucario, and if we are including it, Gastrodon are incredibly effective checks and counters to Steven's team. On the other hand, Two of Steven's mons resist Spiritomb, and Roserade is walled by everything not named Claydol. Cynthia beats Steven in a straight fight.
