Echoed Voice is bad. Its slow and pretty frail. Itll get revenge killed before its able to boost to maximum power. SPECS BOOMBURST is much better. Immediate power and very few switch ins.

But that means it's going to be weak as shit in the first turn.
It's always like this in Pokémon, go for the most powerful, at least acceptable accurate or completely accurate moves every time.

You'd have to use 4 echoed voices to start doing more damage than boomburst. Exploud isn't going to live that long and if you managed to get echoed voice going without exploud dying, you would have won a long time ago with boomburst
