That QR code thing sounds retarded as fuck if it allows to catch wild mons.
What I think is that they're only the codes that allow to have the "seen" tag in the dex, which then allows you to "easily find the mon" as you can look for its inhabitat.

But finding wild starters, or evolved pokémon with convoluted evolution methods ? Unlikely.

I don't think they meant it like that. From what we known from the sire, those QR codes unlock a page of the pokedex, as if a Pokemon was seen.
So I guess that when they say "Find a Pokemon easily in the wild" it means that you'll be able to see their location in the Pokedex

It's not DLC. I'm not even sure every code will register the Pokemon as "caught" in the Dex, some will only show you enough to see whereeveryone you can catch it.
