Same with Slugma/Magcargo, but I'm more bothered by Torkoal and useless single-forms in general. They almost never give them great stats since the idea is that Pokemon get crazy power ups via evolution.

A Pokemon should never be designed to be specifically BAD unless the plan is to ultimately subvert that awfulness in some way with an evolution or something. Sadly, Game Freak does not agree with that. Not all Pokemon should be equal, but an attempt should at least always be made to give all Pokemon some niche they can fill.

Sure it's good cover against physical attacks like eathquake and stoneedge, but the primary threats to fire types have always been special water attacks like surf and scald.
