Sand mode is one of the consistently best playstyles in OU. In VGC, it only didn't get to show up this year because of the intervention of Primals.

How about -1 Speed per turn for non-Ice Pokemon? It's a little more forgiving than an instant -2 while still hitting switch-ins with at least a -1.
