You can't. Because in order to get a Pikachu that knows surf or fly you had to transfer it from Pokémon Stadium -> RBGY to unlock a minigame with surfing Pikachu. Because Pokémon Stadium never got a release, you can't get said Pikachu so now all you have to do really is just talk to the guy.
