Alola Raichu's bizarre "fluffy pancake" thing is a reference to a well-known Japanese storybook called "Again! The Mouse and the Pancake!"

What the hell it has to do with him mutating into a psychic surfer is beyond me, but that's the meaning of the pancake line. It would be like if a western-made game used the line "maybe people gave him too many cookies?" or something.
