There's a lot more options for him to learn move wise. Brave Bird is possible. Rowlet is stated to attack with kicks and the legs of the evo are long and strong Barn Owl legs. The arrow could easily lend itself to a new attack. Who knows.
For ability, if GameFreak wants to give it special treatment nothing is off limits. Noctowl set a precedent for Tinted Lens, and it has spectacle-like markings on its face. Gale Wings is unlikely but always lurking as a possibility. There's nothing to stop them from giving it a special snowflake ability, too. I'm curious to see how this all plays out.
