Why is Ice such a detrimental type for a dual type to have? I think only Mamoswine does it right and even it has its issues.

Steel is built as a defensive typing. There are many defensive Steel-type Pokémon that do very well. No one complained about Steel needing a buff because it wasn't balanced around being an offensive type.

Ice is built as an offensive typing. There are practically no Ice-types that take advantage of this. Weavile is one of the only ones done right.

Rock has the same problem.

Agreed, and Ice/Water is actually better than Ice/Ground. So Lapras and Walrein are GOAT in that regard.

Speaking of, how do Alolan Ninetales and Alolan Sandslash hold up defensively?

One thing I can't understand is if GF wants to push Ice and Rock so dam hard as defensive typings, why don't they just give them a buff ? Ice can loose its Fighting weakness and gain a resistance to Water, Flying and Dragon while Rock.....i have no idea, but I'm sure there's a way to buff it.

It's one of the worst types defensively and has basically no synergy with any other type defensively. The majority of Ice-types are defensive, making them fucking awful in every regard. Even for the few flat-out offensive mons thaty get it, it's a burden, since it simply makes it harder for these Pokemon to switch in safely. It doesn't even resist any of the types it's good against.
Ice is in desperate need of a buff.

To buff Ice to make it usable defensively, you just make it resist Ground and maybe Dragon(just ground is probably enough though), and add that Hail gives them 50% Defense boost (to match Sandstorm giving 50% SpD boost to Rock).

To fix Rock make it resist itself. That's all you really need.
