Heliolisk is actually pretty solid. Not great, but good. Water Absorb is nice for Scald spam. It gets decent coverage - Tbolt/Volt Switch, Grass Knot, Surf, Hyper Voice, Focus Blast. It has solid Speed too. Slap Specs or Life Orb on it and you have a pretty decent mon. Definitely not as bad as you scrubs are making it out to be.

If it's in UU, it's pretty damn good. It fits into the UU meta quite well thanks to water immunity and ghost immunity, can switch it and volt switch out. It checks Swampert and Suicune and has good synergy with U-turn users in the tier.

People don't always use things that are good, sometimes they use things that fit the meta at the time. UU is a specific meta, it's not the same result as what you'd get it you dispensed with smogon rules and just fought with whatever.

I like the concept of its abilities, as in a pokemon that can potentially work in any weather, but sand veil isnt great and solar power isunder whelming. Had it gotten sand rush it might have worked as a unpredictable weather pivot.
