Are all Ghost-type Pokemon Ghosts? Now I know not all Ghosts are Ghost-type Pokemon as we have had human apparitions, but are Ghost-type Pokemon Ghosts? Or are they merely creatures that exhibit ghost-like abilities?

Most of them aren't "ghosts" in the sense of "spirits of the dead". Most of them are grudges or supernatural occurrences.

I'd say both since IIRC Gastly is just gaseous but some pokemon are straight up human spirits.
