Build a Bear employee here. It'd be cheaper to buy the skin online and stuff it yourself. There's not really any sewing required as the threads in back basically work like drawstrings.

Doesn't happen often at my location (which is surprising, I work at one in Downtown Disney/Disneyland), but that is true, as long as it's legit. You'd have to pay for all of the accessories of course, though. Some are online exclusive (the Charizard hoodie for Pikachu was).

I want a decent plush of every Pokemon I like, including shinies, but some either don't have plushes at all, have been discontinued so you can only find them at ridiculous jacked up prices, or only come in tiny plush keychain format.

But it's all based on demand, so there's a lot of stuff that probably never get plushified while PC puts out 2 dozen new Pikachus a year.

If it's anything like the fabric used on Pikachu, it's really nice. I don't know how you are judging fabric quality by looks, but build a bear is usually pretty top tier and the Pikachu is fantastic.

I distinctly remember Raichu, the set of Pikachus in different poses, Scyther (whose wings broke after a friend threw him at my ceiling fan), Sandshrew, Sandslash, Charmander, and Charmeleon, but my mom was one of those "make me angry and I'm going through your room with a trashbag" types...
