They could have saved themselves the trouble by simply making it so that baby Pokemon in their debut generation are born as such, and subsequent appearances require a post-E4 Regionstone that has to be found/rewarded in postgame content if they really want to put a few more hurdles in front of the player's 'dex efforts. Want an Azurill in Gen 7? A Marill holding the Hoenn Gem. Bonsly/Mime Jr.? Sinnoh Ore. Pichu, Magby, Elekid, Smoochum? Johtonite. Etc., etc. If they really wanted to, they could also have introduced guard code in newer games that changed any held Incense traded over to a regionstone to prevent item bloat.
Incenses probably seemed like a good idea at the time of introduction to reward off-the-path exploration, but if Mega stones are any indication, they can't always all be reused as spelunking rewards in new games and the bloat never ends.
