the only reason anyone would use lucario is because they think that being in smash and pokken means its strong

Damn I'm only at Route 8 in X and I want to get a Mienshao but I already have four mons on my team. And I don't really want to box any of them.

Whats the rest of your team?

For all its faults XY does have some neat pokemon on pretty much every route, so its up to you if want to fill your team out early or late.

I know, two starters and a legend, but the latter is my favorite mon and I'm not boxing him (he's underleveled anway) and I've never played with Ivysaur before.

I was planning on getting a Flareon too, so if I catch that Mienfoo, I'll have a full team by Geosenge.
What are some good mons encountered later on?

It can essentially use Life Orb for free as the recoil is mitigated from Regenerator once you switch out, either by U-turn or by choice. Lucario is generally better as a setup sweeper with either Swords Dance / Nasty Plot / Agility or what have you, while Mienshao is best for a hit and runner that's hard to wear down unless you hit it directly.

You should decide between Lucario and Mienshao based on the composition of the rest of your team, not based simply on which one you prefer. (Because anyone with taste prefers Mienshao over Lucario, but they have different roles in a team.)

Timid isn't a neutral nature, but in any case yes they're bad. Its wasted stats basically, there are hardly any sets that are not better served boosting a relevant attribute. Even mixed sweepers are better off with boosting an attacking stat and dropping one of their defences.

Honestly? Most of the times no. I tend to use "good enough" pokemon on Battle Spot myself and 9 times out of 10 its not an issue.

But you will get instances where you fail to outspeed something, or don't get a kill you could have, or fail to survive a hit you could have survived with optimal numbers. So long as you're okay with that go for it.

Neutral natures, simply put, are never optimal choices. However, since they do not hinder important stats (like you said), they are usable. If you are not very competitive/autistic you can go for them.

The worst thing that can happen is not being able to outspeed something I guess.

In any case, when it comes to the battle spot it's pretty much inconsequential, so why do people worry about their mons being fit for competitive battling? The other most widely used platform is showdown and you can just give your mons the nature you want
