In what way are those two things comparable? Bastiodon and Rampardos are their gen's fossil pokemon, with one being hyper offensive and the other being geared towards defense, they are obviously meant to be seen as counterparts.

Medicham and Hariyama have no more in common than Croagunk and Lucario, or Scrafty and Mienshao.

Though I've never seen them as counterparts the things that correlate them are:

Both prevos are used my Brawly
Both are themed from traditional clothing and a traditional martial art.
They evenly counter each other due to Medicham's type advantage and speed "Technique"
Hariyama's bulk and power "Strength in size"
Also if I'm correct they were paired in a battle in the anime.

They do have some counterpart themes going on but not as close as the others, and most of the things you identified well are more afterthoughts. Look at their actual stats and the idea falls apart. The fact that they did not have a regional "big bruiser" also kind of destroys the ""pattern""
