Have you gone back and re-watched it recently? I used to like Devimon and hate the Dark Masters, but after I went back and re-watched it last year to get rid of the nostalgia goggles, I had a different opinion.
Apocalymon was shoe-horned in at the end with hardly any real build-up. They pretended he was there throughout the whole series controlling things from behind the stage, but they never even really foreshadowed that.
Devimon was extremely bland and seemed to vanish as quickly as he appeared; Ogremon vs Leomon was more memorable than Devimon himself. Hell even Demidevimon was more memorable and he was just a sidekick.
The Dark Masters were really the only good villains in the series that actually gave you that sense of dread and felt like a true threat. Myotismon was close, but he sort of faded into the background while the writing focused on Kari's story arc and Wizardmon+Gatomon's relationship.
Etemon was by far the worst, though. Jesus fuck.
