I don't think theres a single pokemon less hated than shuckle. Its not my favourite rock, bug, pokemon, or anything really, but its too cute to hate, and it doesnt even have an amazing competitive prescence to warrant hate from there.
I'd say shuckle should be the pokemon mascot, but I'm pretty sure that'd make it be hated.
