Even GF has had a small part in reducing luck-based mechanics, like nerfing crits to 1.5, but leaving them in in the first place so as to give an out to setup sweepers. For most other things, it can be controlled by team breakdown. Togekiss's 60% flinch chance can be handled with the likes of Zapdos for instance. Keldeo's heavy-hitting Scald with its chance to burn can be dealt with through Clefable or Jellicent and so on. People play the game to have fun while making the 6v6 experience as balanced as possible. Secondary effects may frustrate one player in tense moments, but would be a blessing for the opponent.
If you played competitively (well I'm talking singles), you'd see that it's very fleshed out and not just a shitfest or something else to be brushed aside. Especially back to that setup sweeper example, since you rarely see that in regular play.
