defensively yes, the random normal type does nothing but harm
but offensively it's an alright secondary STAB - return or double edge can smack fighting types (without mach punch/on the switchin), opposing dark types, fairy types

Assuming Raticate's 81base attack , it goes to the equivalent of base 148-149 with Hustle. Might be the new VGC 2017 'Bisharp' so to speak.

Only problem is acc at 80%.

People don't use STAB because of SE. They use it because it consistently deals good damage.
Literally the reason Mega Lopunny is so good. That and Scrappy, obviously. But Alolan Raticate doesn't have to worry about that since it gets STAB Sucker Punch.
