At this point, it might be safe to say that the majority of it is right, maybe not 100% right, but right. Especially if we see a Water Arcanine, even if its Fire/Water for instance, it might as well confirm that leak.
Personally I hope not, as I think Electric Arcanine if anything would make a lot more sense, what with its speed and the legends about it in the old Pokedex in China. Though I feel if we get a China Region one day, they could do a China Arcanine and have it be some type of Legend.
