If you play BW2 on Challenge Mode, your party should be around level 60 for Iris. That should be enough for everyone to be fully evolved.
But yeah, that's a somewhat annoying part of Gen V for me too.

The only problem with that was its stupid method of unlocking. If you have AR or play on a flash cart and turn it on, you make the best games in the series even better.
