Why isn't Crabrawler water type when it learns a move SPECIFICALLY for Water type, crab-like Pokemon? Why not just make it Water so it gets STAB on Crabhammer?

The answer is obvious: Crabhammer is not specifically for Water, Crab-like Pokemon, it's for whatever Game Freak thinks it should be for.

Crabhammer isn't for water types, Crabhammer is for crabs, just so happens that anything that can/should be able to learn it up to this point HAS been a water type. You could argue that Crustle doesn't get it, but it doesn't have the massive, hammering claws that the rest of them do.
