Quilfish is a lot better than you might think. It's definitely not the worst of them.

Unown's probably the weakest full evolved pokemon, but also largely exists for lore based reasons. Sunkern is officially THE weakest pokemon, but also evolves into an absolute piece of shit, so my vote goes to Sunflora.

It was Silver exclusive, and pretty rare in that. Also pretty sure no trainers used one in game. Understandable that people think this. There are a few other weird cases of gen 2 pokes that were much more common in gen 3 too.

Igglybuff and Cleffa. Not only were they normal-type at the time, but at the times, their evolution lines were mainly supposed to become an HP/Defense tank in the end, so adding a pre-evolution to that was completely pointless.

I tried to use Corsola, I really did, in multiple versions at that. It was good at stopping rock and fire types, and even then, strong rock moves were iffy. It couldn't hurt anything outside of its STAB moves either and even they were pretty pathetic. All that said, at least it's not Unown or "Literally lower BST than Farfetch'd" Delibird.

I actually think ledian is the second shittiest fully evolved pokemon

there is plenty of other really feeble trash in this gen, like your sunfloras and your magcargos, corsola, delbird, girafarig, stantler

Honestly if there's one thing gen 4 did right, (there is and this is it), it gave evolutions to a lot of the shitty single stagers from gen 2
