The game was shat out in a year by a team of newbies since the senior staff have no interest in remakes past gen 2 but the newbies knew they weren't going to be able to stick the Frontier in so they stuck that teaser in so people would rage at Masuda about it so we can have it in a future game.

Training is easier in ORAS then it ever was thanks to Blissily bases and improved hordes. You needed one of the Gamecube games if you wanted to easily level grind in 3rd gen.

I believe it was some from of apology for not being able to make a proper Frontier, but making a model of the Battle Tower that promise the Frontier, not including at least the Battle Tower and instead just copypasting the Battle Mansion are all things that do make it seems like a big middle finger to the players
