Except that minior only has 5 prongs aligned on the same axis. This appears to have 5-6 prongs with an additional spike on the edge.

Seems possible, but it seems strange to make a figurine out of a berry and have it with 2 Pokemon figurines. Salac berry also has no relationship to Electric-types other than it boosting Speed.

Assuming that this is a new Pokemon that hasn't been revealed, I think it might be an Electric-type Pokemon based off of a naval mine.
