I'm pretty sure that the NPC's did that in the originals, too. I've heard that gen 2 was very stall-heavy.

For me it's too damn easy, at least in the originals, i mean, al Kanto gyms had 40 - 50 lvl (except for Blue), and you can say Kanto is a postgame area.
