And a move that usually burns means it's going on Stall Teams, where Stealth Rock won't be on the field because every time you try to get hazards up Mega Sableye comes out. If Ho-Oh were OU stall would be unstoppable. Not to mention it destroys Clefable and is a bitch to switch in on thanks to random Sacred Fire burns, making it the perfect teammate for Sableye.

Some interesting facts about Ho-oh:

1. Ho-oh is offensively no stronger than Garchomp. Its Brave Bird is exactly as powerful as Garchomp's Outrage and its Sacred Fire is exactly as strong as Garchomp's Earthquake.
2. Ho-oh's Brave Bird is weaker than Latios's Draco Meteor, and Flying is also a worse attacking type than Dragon.
3. Stealth Rock isn't the only residual damage that offsets the recovery Ho-oh gets from Regeneration. People often overlook the huge amount of recoil Ho-oh takes from Brave Bird and how much this recoil threatens its longevity.
4. People often think of Ho-oh's Brave Bird as being an incredibly powerful attack which OHKOs everything in the game, but that's only because it is commonly used with Choice Band, which is what allows it to OHKO Kyogre, Palkia, Rayquaza, etc. Assuming Garchomp holds Outrage, Garchomp's Outrage is exactly as strong. And there are 3 dragons in OU with higher Attack than Garchomp.

The only problem I can see with Ho-oh in OU is that it might cause the metagame to be heavily centralized around Stealth Rock, Rapid Spin, Magic Mirror and Spinblockers, with people running multiple of those. Such a metagame might not be very pleasant, but a test may not cause much harm.

You're forgetting about that whole 154 Special Defense thing. That's the same as Florges but unlike Florges Ho-oh has acceptable physical defense and doesn't need Wish/protect to heal, so it has an extra moveslot.

Why do so many people look at Ho-OH's attack stats lackluster for a legend) and ignore that monstrous Special Defense? Ho-Oh was made for Assault Vest, since it can heal with Regenerator. With Assault Vest it's like a Blissey that actually has offensive presence.

Yes but Ho-oh Sacred Fire has very high burn chance. And Garchomp rarely runs outrage because of the risk of being locked into a dragon type move when Clefable is extremely common.

Giratina-O is top-tier Ubers, if only for its bulk and Defog potential.
It won't drop unless SM releases a perfect foil to it, I'm talking Groudon-P to Kyogre levels of foiling.
Arceus will probably never see drops, even in its useless forms, 120 Base speed and Recover is dangerous.
Deoxys-S is the go-to hazard setter in Ubers, it won't drop either.

I can see M-Mawile and Genesect coming down (since they literally no use in Ubers) and maybe Deoxys-D and Shaymin.

I cannot see Aegislash drop unless they alter the priority to Kings Shield (which, admittedly, might very well happen)
Blaziken is probably not coming down.
Deoxys-D will very likely be resuspected, as it has dropped to OU every gen then got subsequently banned off again.
Genesect definitely a chance for OU.

Hoopa-U should never have been banned from OU. They just did it because stall wasn't able to easily crush it like stall does everything else. It won't come back as long as it threatens stall. From that list, Deoxys Defense and Genesect should be unbanned.

He hard walled a lot of most making them totally unviable (MGarde, M Cham, Heracross, Chansey, MVenasuar, Lati@s, Terrakion, Metagross, etc) and there wasnt a reason to no use it, being good on every single play style, with priority, bulk and mix power
It wasnt that hard to play around, but was over centralising

People often think of Primal Groudons Precipice Blades as being an incredibly powerful attack which OHKOs everything in the game, but that's only because it is commonly used with Swords Dance, which is what allows it to OHKO Kyogre, Palkia, Avalugg*, etc. Assuming Garchomp has Outrage, Garchomp's Outrage is almost as strong. And there are 3 dragons in OU with higher Attack than Garchomp.

Garchomp never runs outrage anyway because of fairies. Most Legendaries have the same shit speed but make up for it with stellar defenses not given to normal Pokemon. Primal Groudon gets access to things like STAB Eruption which it can use to great effect. It can easily get a boost off just by switching in to primal kyogre. Ground is a much better attacking type than dragon because it hits the most important defensive type super effectively: that being steel. Dragon can only hit Dragon super effectively which while common in Ubers just means the bulky legends can weather the super effective hit then strike back one shotting that squishy Latios that is now weaken due to Draco meteor. It can also basically shut down what should be a quad weakness by just being present on the field
