He had to go out to Charizard because the BP player could easily PP stall the Quagsire and the Amoonguss as boosting moves have a ridiculous amount of PP.

BL are the banlists for every tier below OU. Staraptor is not used enough to be considered OU. But Staraptor has been deemed far too powerful for UU. So it's been banned to BL. You can use it in OU and higher. BL2 IS the banlist for RU, and so on.
