Eh there's no telling what Jynx is based off of. I think it's a combination of yama-uba, yuki-onna, an opera viking, ganguro, and...yes, blackface. You have to remember that Japan lacked a lot of cultural context of things in the West, like how early renditions of Link in Legend of Zelda had him praying before a crucifix and using a magic bible to cast spells.
Jynx just seems to be a hodge podge of different things that all seem to work together–the long white/blond hair of vikings, ganguro, and yama-uba, the robes of yuki-onna and yama-uba, the singing of opera vikings, blackface minstrels, and yuki-onna, the Ice-typing of vikings, yama-uba, and yuki-onna, the black/frostbitten skin of ganguro, yuki-onna, and blackface minstrels...
it's all muddled together and something Game Freak is reluctant to talk about/explain because of the huge controversy and they know it's best to just not bring attention to it. That's why Jynx didn't get an evo like Magmar and Electabuzz in Gen IV. They may have even planned an evolution for her that they got told they had to scrap...possibly an Ice/Ghost-type that took more inspiration from the yuki-onna...one with purple skin and a tattered kimono...
But that's all just hypothetical~
