Because dragon has best stats w decent movepools in game, it didn't need to be super effective against anything bcs it was already op

Resisted 4 types, while only being weak to 2.
Resisted only by 1 type, giving it massive neutral coverage.
Dragon type Pokemon were generally pseudos or legendary Pokemon with great movepools and stats. You don't need to be doing SE damage when you're at +2 Attack and spamming Outrage.

Well of course not. We can't have precious Water type being anything but the absolute strongest, now can we?

Brb making Toxic Water and Sleepy Water with 80BP and 30% proc chance so poor Water doesn't get left behind by the types meant to have those status effects.

Because basically nothing resisted Dragon, and their stats were absolutely insane. If you have a ridiculous attack stat + STAB with Outrage or Dragon Claw then it doesn't matter if it's super effective, it's still gonna hurt like a bitch against basically everything in game. You didn't need good type coverage, just a team of Dragons and basically nothing could stand up against you.
