Ergo, this is more about the Japanese game industry shrinking as opposed to Youkai Watch 3 doing poorly, although admittedly it didn't do well as some of the previous entries because Level-5 is pumping them out too quickly (something they've now thankfully caught onto), but there are a lot of factors involved, and one of the big ones is the game industry in Japan just not being as big as it used to be.
A lot of Japanese gamers are playing on mobile devices now instead of dedicated handhelds. That's why they're porting the original Youkai Watch to mobile.
Plus it should be noted that, at least in my opinion, Youkai Watch 3 was a misstep. They got rid of the original female character which people liked and they did the whole 'Merican Youkai thing which was based on stereotypes and not a whole lot of creativity, so it's not entirely surprising to see it fail to take off.
