And what's Articuno? Really, the three of them are just birds with elements applied to them. Similar to the Charmander case, the only connections they have with this lore is their typings. Nothing else says "thunderbird" or "pheonix." Zapdos doesn't have a Native American totem pole inspired design. Moltres doesn't have powers of reincarnation. Both of those things would come in the next generation.
