She isn't an adult and there's nothing that suggests that she's being controlled by Sandygast as opposed to just building a normal sandcastle. Not to mention we haven't seen any Sandygast in Hoenn.

But they couldnt've made the first Sandygast because Sandygast are created by negative feelings getting absorbed by dirt or whatever. A sandygast couldn't be manipulating them into making it bigger if it didn't already exist?
