So are the gym badges one use only?

Ash loses every league, but couldn't he just enter them again? Why does he just take the loss like a chump and move on without trying again?

Otherwise he just would have stayed in Kanto. We already know he didn't get all the badges there because Gary had some different ones. The journey is just as important as the destination for him.
