Pokemon Red and Blue came out in 1998 outside Japan. Most people who played it were kids around 8 to 12 years old. Many of them stopped playing the pokemon games after that. The GBA wasn't as popular and there was a stigma against playing Nintendo games in highschool. Pokemon Gold and Silver sold less. Pokemon Ruby and Sapphire sold even less. Crystal and Emerald both sold less than Yellow.
Pokemon Pearl and Diamond came out in 2007 outside Japan. The kids who played Red and Blue were now entering college or getting a job (or both). Nobody bullies you for playing pokemon outside highschool. The games came out on the DS which is still the best-selling handheld of all time. On top of that, there were also tons of new fans, kids who had the DS as their first handheld console and who's first experience with pokemon was Pearl and Diamond. Pearl and Diamond were the first games in Pokemon history to sell more than its previous gen- and they still are the only one. The internet was now incredibly widespread, which worked well for the game to use the internet, but also for the proliferation of fanart, fanfic, porn, cosplay pictures and all other kind of fan content which just wasn't available in 1998 (Which were a lot more niche and not known to most kids.)
