or actually her hair is a specific shade of crimson color which is what red-violet usually is. I don't think crimson is related to "Crime" (what Team Rocket does) but being caught "red-handed" makes sense though. it usually just relates to the term "carmine" which just means red.
Jessie is a very passionate woman with quite a tragic background too. so I think you get the idea.
