Reduce scald to 10% burn like most fire moves. It's bullshit that a water move has a greater chance of causing burn then most fire moves.

Will-O-Wisp does not do damage though. It is a status move and only a status move. Scald is a primary damaging move with a secondary effect of burning. A pretty decent percentage chance of burning at that.
