I think it would be more balanced if it was given dd and espeed and an ability that turns normal type moves to dragon (dragonate perhaps?)

Knock Off would make it pretty decent in the lower tiers, such as PU. Not too powerful, but enough for it to become quite the menace in the hands of a skilled Trainer.
