Stunky line and Glameow line are version exclusive as you know, so their mistake was exclude them from Platinum, and their distribution was as version exclusive Pokemon until Gen VI, where each one is exclusive of a region instead.

Unlike other games, non-native Pokemon start appearing in ORAS after you catch/defeat Groudon/Kyogre, this is more noticeable in ORAS' Victory Road where the trainer's team now include Pokemon from all regions and Birch gives you the National Dex BEFORE defeating the league.
