We can see ships at the fourth island in the latest trailer, and people living there.

If anything, Type: Null is an attempt at making an artificial guardian.

the second island is already confirmed to be the fire island with its volcano

also there are building on the forth island. Though I like the theory, having a quarter of the map only be filled with nature without any npcs would be too much of a waste

No, it's not confirmed at all. It's called Akala Island, which means Pink. It corresponds geographically with the second-largest island of Hawaii too, which is also pink.

Fire Tapu is on the island to the far right.
