They did it right in second gen where each box legend kind of did different things and had no obvious difference over the other, but then you get gen 3 where Kyogre is probably going to beat Groudon 90% of the time. Gen 4 wasn't too bad, but Dialga would probably beat Palkia most of the time. Gen 5 was the last time they did it completely right, where both Zekrom and Reshiram could both demolish each other in one hit but they both had the same speed. Then comes Gen 6, where not only does Xerneas completely defeat Yveltal, but also uses it as setup fodder to run through the rest of your team unless you have one of a small handful of pokemon running a very specific set in order to counter it. In fact, Xerneas was just overpowered in general compared to Yveltal and almost anything else at the time for that matter. Then out comes ORAS to change the balance of Gen 3, but instead of bringing balance, it just turns the whole thing on its head, where not only does Primal Groudon fully counter Primal Kyogre for the most part, but is just better in general, with better distributed stats, an ability that does more for it, and great dual STAB to abuse. Now here we are in Gen 7, and as it stands right now Lunala probably just destroys Solgaleo with a powerful Ghost type move while Leo only has neutral Steel attacks to hit back with. Even if it has Crunch or Shadow Claw for coverage, Lunala's multiscale clone ability will probably just let it tank it and then blow Leo away. Of course, only time will tell which one is going to better in general in the ubers metagame, but right now I'm honestly leaning towards both of them being low rank.
