It's not as good as the other pokémon in UU for sure, but it's good in this specific metagame, full of bulky waters that Heliolisk eats up twice a day. It probably wouldn't be as good in lower tiers where it'd have to face competition from Jolteon for example, but the ability and typing help it a lot in UU. Not to mention that while it has the same power as Jolteon but less speed, it gets an extra STAB move, an immunity to ghost and water, and it has a better movepool with stuff like Surf or Grass Knot for ground types. It's a bit more versatile than Jolteon and fares well in UU thanks to its ability.
