When I first time saw the screenshot of bw showing the purple excadrill I thought it was a toucan for sure.

It's a third underdeveloped arm. Notice the protrusion along the back, and the two orange bits on the side of the appendage, also present on the arms.
It was more apparent in the BW animations, where it moved independent from the head at certain parts of the animation.
