Mallow, the chinese leaker and the riddler gave them so much backup that i'm 99% sure this was leaked by an insider and 90% sure that these are finalized. There is a very small possibility of them to be fake or not finalized designs but we are talking like very unlikely here. Though always having some scepticism avoids real vs fake wars. So until there is a announcement, a direct leak of them ingame (gameplay) or a good debunk with evidence (speculation like the starter chimera theory don't count as debunks) i'd say that they're high likely real.
