Johto and Unova have evidence of places we don't see, and its safe to assume that the cities aren't REALLY just a few buildings. Like, Goldenrod and Jubilife probably look a lot like Castelia.
Isn't the island Melemele based on just mainly one city? Yet here its two cities, and a town along with other stuff.
