People think a bit too highly of Arceus, I think. It might just be because of the differences in how a Western audience is more likely to think "omnipotent" when the idea of a god is broached, while Japan's idea of what constitutes a god is a lot more tame by comparison. Even a creator god like Arceus isn't all powerful, and likely never was, even back when it was at the height of its majesty.
